Critical scholarship has exposed how big data brings along new and opaque regimes of population management, control, and discrimination. Building on this scholarship, this pre-conference engages in a dialogue with traditions that critique the dominance of Western approaches to datafication that do not recognize the diversity of the Global South. Moving from datafication to data activism, this event will examine the diverse ways through which citizens and the organized civil society in the Global South engage in bottom-up data practices for social change as well as resistance to “dark” uses of big data that increase oppression and inequality. All best (and apologies for cross-posting), Cornelius ***Visiting Postdoctoral Fellowships “Algorithmed Public Spheres” (Deadline: April 1st)*** SUMMARY: The Hans Bredow Institute for Media Research in Hamburg, Germany, invites applications for international postdoctoral research fellows who will conduct innovative research on the social and cultural impact of algorithms during stays of 3-12 months in Hamburg in the academic year 2017/2018. DESCRIPTION: The Hans Bredow Institute for Media Research is a publicly funded research institute that focuses on the study of mediated public communication. Its research encompasses both broadcast and digital communication from an interdisciplinary and comparative perspective. The postdoctoral research network Algorithmed Public Spheres was established to study the relevance of algorithms for the constitution of the public sphere. We emphasize in particular the importance of algorithms for filtering, ranking and selecting media content and for structuring digital communication. In contrast to the use of data mining in areas such as healthcare, credit scoring and general business analytics, where such techniques have a long tradition, the impact of algorithms on the public sphere poses novel challenges. How are communication, media, and public discourse impacted by transferring the dominant logics of consumption from other industries to news, information, and political deliberation, implemented in social media platforms, search engines, and on news websites? Research in this area could include: - Measurement of algorithmic bias and discrimination - Feedback effects in recommender systems - Assessment of potential filter bubbles - Algorithms in news production, distribution and consumption processes - User interaction with and rationalization of algorithms We invite applications for international postdoctoral research fellows from fields including, but not restricted to, computer and information science, communication and media studies, law, sociology and philosophy, who will conduct innovative research on the social and cultural impact of algorithms during stays of 3-12 months in Hamburg in the academic year 2017/2018. We particularly welcome cross-cutting research proposals that integrate technical and social perspectives and result in concrete outcomes, for example in the form of peer-reviewed research articles or proposals for externally funded projects. Up to two funded fellowships will be awarded as result of this call. The fellowships cover airfare and a contribution to the accommodation and subsistence in Hamburg. In specific cases, we may offer a temporary employment contract instead of a scholarship. Center for Information Technology, Society, and Law (ITSL) - International Exploratory Workshop on Data Ownership

Dear all The Center for Information Technology, Society, and Law (ITSL) at the University of Zurich has recently started a research project on the topic of data ownership. In order to tackle open questions and significantly advance the state of research on this issue, ITSL is planning an international expert workshop. The workshop will be held from 6 to 8 July 2017 near Zurich, Switzerland and will deal with a number of pressing issues surrounding data ownership, namely the justification, the scope and the implementation of such a potential right. Scholars interested in questions related to data ownership are kindly invited to indicate their interest to participate by sending an email to ITSL’s Managing Director Alfred Früh (alfred.frueh(a)rwi.uzh.ch) by Sunday, 26 February 2017. The number of participants is limited. While the focus lies on legal issues, expertise in either economics or computer science is a plus. Geneva Internet Dispute Resolution Policies 1.0 (GIDRP 1.0) project

Dear Colleagues (apologies for potential cross-posting but we want to make sure to get the message out) We are very pleased to inform you about the launch of the Geneva Internet Dispute Resolution Policies 1.0 (GIDRP 1.0) project: www.geneva-internet-disputes.ch<http://www.geneva-internet-disputes.ch>. The GIDRP 1.0 project has emerged as a result of an international conference that took place at the University of Geneva on 17 - 18 June 2015, at which experts presented and discussed selected facets of the numerous legal challenges surrounding Internet-related disputes (www.internet-disputes.ch<http://www.internet-disputes.ch>). In the months following the conference, a team of researchers from the University of Geneva took up the mission to draft policy proposals on the following four issues: - Which national courts shall have jurisdiction in Internet-related disputes ? - How to structure an alternative dispute resolution system for Internet-related disputes ? - How shall disputes about the licensing of Standard Essential Patents (SEP) under Fair, Reasonable and Non-Discriminatory (FRAND) terms be solved? - How shall immunities apply on the Internet? The GIDRP 1.0 is a digital policy project: it is not carved in stone and is not even materialized in any paper publication. The reason for this is that the GIDRP 1.0 is conceived as a work in progress (more precisely: a policy work in progress), that must be discussed, criticized and improved by a process of broad consultation and inclusive participation. Tilburg Institute for Law, Technology, and Society (TILT) With approximately 40 staff members the Tilburg Institute for Law, Technology, and Society (TILT) is a multidisciplinary center at Tilburg University specializes in research and education in the field of technology regulation. TILT is one of the largest and most innovative European research centers in technology regulation. It is an independent management unit within Tilburg Law School, a research-led, specialized school that is rated among the best in Europe. TILT invites applications for an assistant/associate professorship (UD/UHD) in the field of 'technology regulation'. Emerging innovations in ICT, genetics, robotics and neurotechnologies present both opportunities and challenges for society. On the one hand, it is challenging to design adequate regulatory frameworks for these technologies that are legitimate, effective, and sustainable. On the other hand, these same technologies offer new opportunities as potentially powerful regulatory instruments. TILT's research focuses on both regulation of technology and on regulation by technology.
