December 13th-14th, 2018, University of Antwerp, Belgium Dear colleague, We would like to invite you to submit an abstract for the 8th International Conference on Information Law (ICIL 2018) Modern Intellectual Property Governance and "Openness" in Europe: A Long and Winding Road?, which will take place on December 13-14th in Antwerp. ICIL 2018 is organized by the University of Antwerp (Research Group Government and Law) in collaboration with the Ionian University (Greece), the KU Leuven (CiTiP) and the University of Ghent. ICIL has typically been focusing on access to information, information law, copyright law and ethics. This year we try to broaden the scope of the conference covering a wide variety of topics related to intellectual property law, governance and openness. We have a special interest in Europe, but input from other jurisdictions is also more than welcome. ICIL is also open to scholars from many different disciplines. Suggested topics include: access to information, access to knowledge, open innovation, open science, open access, open data, data sharing, artificial intelligence, blockchain technology, intellectual property and contemporary issues of openness, e-government and the digital divide. This is by no means an exhaustive list. Please submit your abstract to info(a)icil.gr<mailto:info@icil.gr> at the latest on September 15th, 2018. You will be notified by October 15th, 2018 whether your abstract has been accepted. The proceedings of the conference will be published and several papers may be considered for a special issue. Full paper deadline: January 15th, 2019. The abstract should be submitted as a pdf-file consisting of maximum 500 words. It should include a short description of the background of the paper, the research question/research objective, the methodology and maximum 10 references (not included in the word limit). Digital Protectionism Survey

Dear Colleague: For many years, some analysts have argued that the internet is fragmenting into intranets and realms with different approaches to regulation. We seek to ascertain if this is true by surveying if you (and others) see increasing barriers to the free flow of information that underpins the internet. The survey is designed to: 1. get a better understanding of how various governments define digital protectionism in the absence of shared global rules; 2. understand if there is a consensus regarding how and when a government can breach existing trade rules to restrict cross-border data flows; 3. ascertain if governments have developed strategies to investigate and remedy policies that may distort cross-border data flows; and 4. examine whether governments consider the potential effects of digital protectionism on global internet stability and digital rights. The position is contract work for 6 months. The Citizen Lab is a research laboratory based at the Munk School of Global Affairs, University of Toronto. The Citizen Lab conducts evidence-based, peer-reviewed research on information controls to inform advocacy and policy engagement on an open and secure Internet. *Key responsibilities:* - Conduct a critical scoping study of the state of research and advocacy surrounding gender and digital security. Research will include literature review, strategic stakeholder engagement, and potential field work (e.g. *,* site visits and interview studies). Online Health Services Legal Framework / Situation in Germany

In Germany medical doctors are regulated by the regulations of their provincial Medical Associations. Those rules are binding for doctors registered in the respective province. To achieve some unity for all of Germany the Provincial Medical Organizations are associated in a Federal Medical Association. This Federal Association issues a Model Regulation for Doctors which, however, is not binding but only serves as an orientation for the regulations by the Provincial Medical Associations. The Federal Association has recently (May 2018) recommended to change the existing Model Regulation so that - in individual cases - EXCLUSIVE advice via telecommunication media is permitted provided appropriate medical care is ensured. (It was already permitted in an ongoing patient-doctor relationship as an additional communication medium). Two provinces have already changed their (binding) Regulations prior to the Federal Association: Schleswig-Holstein (a Northern Province) has already allowed it and Baden-Württemberg (a Southern Province with a border to Switzerland) permits it in "model trials" licensed by its Medical Association. The issue is still highly contested but doctors feel the pressure from medical call centers in neighboring countries in particular Switzerland and the UK. NB: Veterinaries are not allowed to prescribe regulated medicines exclusively via electronic media (Regulation by the Federal Regulation on Pharmaceutical Products for Animals); they have to personally examine the animals.
