Short-term fellowship in Germany (Global South perspectives) April/May 2024

Dear NoC-Colleagues, Please find enclosed the Call for Applications for the MEHUCO short-term fellowship. Some first information: The interdisciplinary project “Meaningful Human Control – Autonomous Weapon Systems between Regulation and Reflection” (MEHUCO) ( https://meaningfulhumancontrol.de/en/home/) connects five universities in Germany that aim to situate so far unconnected concepts of the controversy around Autonomous Weapon Systems (AWS) in their historical and cultural context. The main goals are to develop an appropriate concept of socio-material agency and to translate scientific results into public discourse in order to strengthen civil society debates. As part of the project, we are inviting fellows from the Global South to work with us on achieving the goals of the project. The idea of the fellowship is to strongly include a broad range of voices and positions in the discourse on autonomous weapons and to expand the scope of reflection on AWS. Time frame and funding The 4-week fellowship is compensated with 5.000 Euros. In addition, travel expenses will be covered. We will provide support in arranging accommodation and assist with the visa application and other bureaucratic processes. Fellows spend 4 weeks in Germany from the end of April 2024 to the end of May 2024. Fellows are expected to be on location for the whole duration of their stay. Recognizing that law is also the process and product of conscious and unconscious design, this special issue adopts a design approach to law. Our objective is to understand law as a reflexive design activity and to improve the methodology of implementing legal values into technological design. Taking into consideration the politics of design, i.e. all design is normative, there is an urgent need for socio-legal and technico-legal research. Our special issue approaches these topics from the perspective of legal design patterns <https://dx.doi.org/10.2139/ssrn.3814234> that can support analysis, problem-solving, and translations between law, technology, and design. The concept of design patterns was originally introduced by urban design theorist Christopher Alexander as a tool towards better design of interactional physical spaces. Originally, design patterns were defined as reusable problem-solving models that can be employed to classes of recurring design problems. Later on, the concept was adopted by software developers to enhance their problem-solving through collection of functional design solutions. We are motivated by the observation that law is an abstract architecture that regulates social behavior and interaction, and thus resembles technical architectures both in form and in function. This resemblance makes it worthwhile to examine how the concept of legal design patterns can improve law’s problem-solving capabilities. The contributions in this special issue shall investigate the concept of legal design patterns and apply it as an analytical tool for rethinking the relationships between law, technology, and society. We expect some articles to focus on the theory and methodology of legal design patterns, to provide the foundation for more practice-oriented applications of the approach. Other authors will contribute to the discussion by examining legal design patterns in different fields and at various levels, drawing examples such as proceduralization, legislative techniques, algorithmic impact assessments, and risk mitigation. Data Governance School LatAm

Dear colleagues, Some of you might be interested in the Data Governance School LatAm<https://cpdp.lat/data-governance-school-latam/> (DGSL), a new initiative we are launching as an academic spinoff of the Computers Privacy and Data Protection conference Latin America<https://cpdp.lat/en/> (CPDP LatAm). The DGSL will take place on 27, 28, 29 April, at FGV Law School in Rio de Janeiro and applications are open until 15 March. We have a limited number of scholarships to foster the inclusion of LGBTQI+ communities, black, indigenous and quilombola applicants in situations of social vulnerability. The DGSL aims to develop learning and research, facilitating the exchange of best practices on data governance in Latin America and will be structured into 3 modules: 1. Exploring and comparing Latin American data protection systems to identify convergences and divergences. 2. Analysis of latest technological and regulatory developments in data governance at the regional level, such as Artificial Intelligence, international data transfers, regulatory sandboxes etc. 3. Discussion of the latest global developments, such as personal data regulation in China, India, and the BRICS, the relationship between data protection and competition, and the impact these issues have on Latin America. A relevant part of the lectures will focus on case studies proposed by an outstanding group of lecturers, including some of the most prominent academics of the region, several top ranked business executives, and the agenda will feature presentations by almost all data protection regulators in Latin America. https://cpdp.lat/data-governance-school-latam/ Please feel free to share this email through your networks!
