We created a metric of 26 indicators built on six attributes (ways of thinking about how data can be governed) to illuminate the current state of data governance. In this, our fourth year of reportage on data governance, we found. - Data is increasingly important in the age of AI, yet data governance remains a ‘work in progress.’ Policymakers need to think systemically to develop and refine data governance institutions and strategies if they want to sustain trust in data and data-driven technologies. For example, they will need to find ways to ensure that the datasets underpinning AI are as accurate, complete and representative as possible. - Middle income countries are making progress at data governance, but in general, the countries doing the most are the advanced industrial economies. - Despite the worldwide interest in responsible AI, only 42% of our case studies have adopted responsible AI initiatives. However, we see governments paying greater attention to the data governance challenges posed by AI. In 2023, 6 additional case study countries adopted these initiatives. - Most of the countries in our sample sought public comment on one or more of their data governance initiatives, yet these same countries did not, in general, respond to these comments. In many countries, data governance is not yet a fully democratic process—a feedback loop between the government and the governed. He is a member of the Executive Committee of the Global Network of Internet & Society Research Centers, and his recent work has focused on Brazil’s efforts to regulate AI ahead of November’s G20 meeting and the emerging rights-based approach in that regulation. Mason Kortz<https://hls.harvard.edu/faculty/mason-kortz/> is a clinical instructor at Harvard Law School’s Cyberlaw Clinic at the Berkman Klein Center for Internet & Society. He brings his legal training and background as a software and database developer to his work at the Cyberlaw Clinic. His recent research focuses on the law of artificial intelligence and algorithms, and he has written and presented on how algorithmic decision-making has impacted intellectual property rights, product liability requirements, and the criminal legal system. Following the format of PLSC in the United States, PLSC Europe is a conference for discussing work in progress. In the PLSC format, discussants, rather than authors, present and kick off a discussion on an assigned paper. There are no panels or presentations by the authors and everyone is a "participant”, offering their best questions and insights to stimulate discussion on fresh scholarship. Our goal is to improve and provide support for in-progress scholarship on a wide variety of issues and topics that touch upon privacy in its broadest interpretation. Dear NoC Colleagues, This is to inform you about two digital law events taking place in Geneva that our Digital Law Center organizes next June: 1. Digital Law Research Colloquium (June 19, 2024) The 2024 edition of our Digital Law Research Colloquium (DLRC) will take place on June 19, 2024 in the wonderful setting of the Hardt Foundation (https://www.fondationhardt.ch/en/) which is just outside the city of Geneva. The DLRC is organized by our Digital Law Center in collaboration with the Berkman Klein Center for Internet and Society<https://cyber.harvard.edu/>, the CRIDES Center for Economic Law and Society at the Catholic University of Louvain<https://uclouvain.be/fr/instituts-recherche/juri/crides> (UCL), the Institute for Technology and Society of Rio<https://itsrio.org/en/en-home/>, Renmin University of China<https://www.ruc.edu.cn/en> and the Geneva Graduate Institute<https://www.graduateinstitute.ch/>.
