Dear colleagues, It is a great pleasure to announce the 2024 edition of the CyberBRICS Fellowship Programme to be hosted at the Center for Technology and Society at FGV Law School, Rio de Janeiro. https://cyberbrics.info/call-for-applications-cyberbrics-fellowship-program… The programme aims to support a selected group of highly qualified postgraduate, doctoral, and postdoctoral researchers working in the area related to the activities of the 2024 work plan of the CyberBRICS project<https://cyberbrics.info/>, namely artificial intelligence, digital industrial policy, and AI regulation, with a particular focus on cloud computing and digital public infrastructures in Brazil, Russia, India, China, and South Africa (BRICS). The programme will offer five fellowships for a duration of up to 6 (six) months, ideally from March to October 2024, at CTS-FGV<http://cts.fgv.br/>, providing economic, intellectual, and networking resources to support selected scholars coming from the BRICS or having relevant experience in at least one of the BRICS countries. Fellows might also be able to extend the CyberBRICS Fellowship for an additional period. Call for Proposals: Valuing Public Data - data governance for economic, environmental and social development Co-leads: Prof Angela Daly (University of Dundee) & Dr Esperanza Miyake (University of Strathclyde) Dates: 25-26 January 2024 Location: hybrid - University of Strathclyde, Glasgow, Scotland and Online (Zoom) We seek proposals - including for presentations, workshops, posters and panels - from researchers wishing to present their work at the final workshop of the Scottish Universities Insight Institute (SUII)-funded Public Data for Development in Scotland and the European Union (EU) programme <https://www.scottishinsight.ac.uk/Programmes/ScotlandinEurope/PublicSectorD…>. This 2-day event brings together the questions and themes explored through a series of online workshops we have been organising in 2023 on different aspects of using public data for development (social, economic and environmental), and constitute an important contribution to the programme’s final outputs. The programme itself promotes knowledge exchange activities between academics and practitioners working on ‘public data’ - which we take to mean data (personal and non-personal) held by the public sector and other public interest/public good data which may be held by companies, cooperatives and charities - in Scotland and the EU. We examine and share research, policy insights and good practice about how data held by the public sectors in Scotland and the EU can best be managed and used to ensure value is garnered from this data for the benefit of the publics in these countries. A key priority is taking into account the diversity of that public in Scotland and the EU (and beyond), including the need to work against inequalities in data to ensure social, economic and environmental development are both ethical and equitable. We look at: the interplay between public, private and third sectors; how data can be used to produce public benefit; how such benefits might be shared to advance social, economic and environmental goals; experience of particular sectors, including health, criminal justice, environmental protection and local government/public administration. This final event will be a research-focussed workshop, including knowledge exchange, for researchers active on this topic to present their research to a multistakeholder audience, opening up pathways to impact. We seek proposals on interdisciplinary research topics relevant to public data for development in Scotland and the EU, and beyond. Suggested topics include but are not limited to: - What are public data and public data goods? - Public data for social, economic and/or environmental development - “Good” and “bad” data development and all the nuances between the two - How to “value” data and what does “value” mean in public data contexts? - Benefit sharing from public data uses and appropriate and effective models - Governance frameworks for public data for development - Digital and technological platforms and infrastructures for public data including the impact of new technologies and applications such as artificial intelligence/machine learning trained on public data - Perspectives, dialogue and harmonisation between post-Brexit Scotland and Europe (and beyond) on these topics Please send a title, abstract of no more than 300 words, the suggested format (presentation/panel/poster/workshop etc), and short biographies of authors/speakers/convenors (no more than 150 words) to Andy Porter andrew.porter(a)strath.ac.uk by 30 November 2023, stating too whether you plan to participate in person in Glasgow or online. Problems of propaganda, hate speech, misinformation, manipulation, and electoral influence have persisted for years. These problems will likely increase as generative AI and extended reality technologies become more sophisticated and accessible. Because the problems are global as well as domestic, the solutions require a global as well as a domestic perspective. This international and interdisciplinary conference aims to explore how generative AI, extended reality, and other emerging technologies create new problems for the public sphere, and the best ways to deal with these problems. The goal of the conference is to help lawyers, policy makers and social media companies anticipate and plan for a new wave of propaganda in the age of artificial intelligence. We invite abstracts from legal scholars and experts, as well as scholars from other disciplines – including history, public health, philosophy, anthropology, sociology, media studies, information science, computer science, statistics, and cultural studies – that investigate questions of propaganda: historic, contemporary and emerging. We welcome papers that explore (but are not limited to) how new technologies like AI and extended reality might undermine or increase distrust in knowledge-producing and credentialing institutions, including science, journalism, and academia, and how best to counteract these effects. We are organising our yearly conference next week, and like the previous edition, it includes a hybrid session in English, with (and open to) members of the NoC. This time the topic is open science, and we have the pleasure to welcome two guests from HIIG. The session is scheduled next Wednesday 5 October, at 3pm-4:30pm CET Paris time. Panel title: Assessing impact, sharing control: analyzing multi-stakeholder relationships in open science infrastructures Coordinated by CIS-CNRS Open Knowledge cluster and by the PathOS and Odeco projects With, and open to members of the Global Network of Internet and Society Research Centers Open science platforms are a new type of meeting point between scientific offer and scientific demand. They increase: (1) the variety of available scientific resources (journal articles, educational toolkits, raw and processed data, software, research notebooks), (2) their findability, accessibility, interoperability and reusability, and (3) the variety of possible usages and users of those resources (especially societal and economical). These changes are both causing, and caused by, the recomposition of the stakeholders either contributing to, using, operating, financing and regulating those infrastructures, in a way unheard in previous knowledge regimes: governments, research funding organizations, industry, publishers, research producing organizations, research communities, civil societies and general public. Proper impact assessment of open science policies is thus required to: (1) better understand the academic, economical and societal effects those platforms and other open data commons have, (2) figure out whether the actual impact is indeed in line with the promoted and desired objectives, (3) base future public policies on these evidences. But impact assessment does only indirectly address the question of infrastructure control, especially the issue of disparities between big-scale and grassroots actors, that especially shows in so called “citizen science” and the possible solutions to mitigate power imbalances, especially by using law as an incentive. We will discuss those questions by presenting the latest findings and research questions of two EU funded projects hosted at CIS: the Odeco open data project and the PathOS open science project.
