Dear colleagues, I have received an invitation to the NoC conference that will be held in November at the Museu do Amanhã in Rio de Janeiro. (see below) I applaud the initiative to revive the NoC with a conference and I would like to know how NoC members can participate to the definition of the programme of this NoC event. I have been travelling a lot over the past two months and I fear I have missed the emails regarding the organisation of this NoC conference. I would be very grateful if anyone could circulate a summary of the previous discussions held on this list. Background: With the increasing centrality of online platforms in the production and dissemination of content, growing expectations are being placed on the role of large platform operators to provide “safe" online spaces for user engagement. This trend is visible in the legislative proposals that have emerged in various countries enlisting social media companies to prevent hate speech, incitement to violence or hatred, and “dangerous terrorist recruitment material”. Over the last year, the trend towards platform regulation has manifested itself most vividly in the context of the identification and prevention of “fake news”, raising the issue of what role do online platforms play and what impact they may have on the public sphere. This offers a perfect example of a recurring problem with platform regulation: an important part of the content that is supposed to be prohibited escapes clear legal definition. It comprises a variety of different phenomena, and therefore arguably requires a combination of a wide range of measures. While some proposals have called for special legislation to restore trust and create a level playing field, major platforms such as Google and Facebook have been quicker in addressing those concerns, including structural responses and tools for users to limit their exposure to such misinformation. A different but very similar problem has arisen regarding “brand safety”, i.e. the concerns of advertisers in relation to the association of their ads with certain types of content deemed to be “inappropriate”. In March 2017, following a letter by the Guardian and many brands pulling their ads from YouTube, Google announced to have heard concerns “loud and clear” and raised its bar for "hateful, offensive and derogatory content” which will be excluded from the association with Google ads. Important questions remain regarding the transparency, proportionality and effectiveness of the measures these companies have taken, and their impact on small and independent news providers and for content creators, some of whom (particularly those with content characterized as “sensitive”) have seen their ad revenues dramatically reduced from the day of Google’s adoption of this revised policy. Against this backdrop, the need for a multistakeholder discussion on the role and responsibilities played by online platforms in our society becomes urgent. The IGF Dynamic Coalition on Platform Responsibility (DCPR) seeks to trigger discussion around the impact of platforms on users’ rights, fostering the identification of case studies and elaboration of concrete policy proposals. Call: The first DCPR annual report aims at promoting analysis on the role and responsibilities of online platforms, to foster discussion at the 12th United Nations Internet Governance Forum. Suggested topics include analyses of, inter alia: • Human rights impact-assessment of platform terms of service and practices • Taxonomies and categorizations of platforms • Economics of online platforms • Algorithmic regulation and accountability • Procedural safeguards for user rights in automated decision-making • The role of platforms in personalisation of content and political micro-targeting • Fiduciary duties and positive obligations of online platforms • Fairness, trust and transparency mechanisms for online platforms • Misinformation, false news and propaganda in social media • Ethical standards and model contracts for platform operators • Harmonising platform responsibilities across intermediary liability regimes • Competition and economic regulation in platform markets • Data ownership in platform markets • Tools to prevent online harassment and bullying • Virtual assistants, virtual reality and future platforms for user engagement • Suggested principles on which regulation can be built • Critical approach to existing and proposed regulatory frameworks Submission Guidelines: Research papers, including analytical and theoretical papers, position papers, or case studies will be considered for inclusion in the report, even if they have been previously published. The length of the submissions should be between 2500 and 5000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors. All submission shall be in English or Spanish language. Citation should be in APA 6 style<http://libguides.library.usyd.edu.au/c.php?g=508212&p=3476096>, authors shall use footnotes rather than endnotes and submission should be in Microsoft Word or OpenDocument Text format. Submissions are due on 15 July 2017. Dear colleagues, I have a question for those interested in Horizon2020. Here at the Institute of Network Cultures in Amsterdam we want to play an active role in a larger grant. However, for a variety of reasons we cannot initiate a consortium ourselves (chicken egg situation etc.). We’re not big enough, no experience, not a research university etc. However, would some of you be interested to discuss this with us? Our agenda and approach might be known for some of you (www.networkcultures.org <http://www.networkcultures.org/>). These days we’re deep into digital publishing experiments (e-pub and beyond) through our www.publishinglab.nl <http://www.publishinglab.nl/>. We’re also focussed on the future of art criticism and the role of European internet critic in society, the net art critic etc. And of course MoneyLab and all critical topics related to blockchain, cryptocurrencies, crowdfunding etc. We’re also still active in the field of alternatives in social media, aesthetics of online video and search engine research. We politely refuse all projects related to Big Data (as there are already enough of them). Our passion is internet critique and media theory at large. As a result, the reader will achieve quite a complete picture of the main regulatory issues concerning the Internet and the digital environment around the world, with particular emphasys in the European Union. *The work includes a Preface by Dr. Vinton G. Cerf*, as you know one of the main pioneers of the Internet. The underlying idea behind the book is the need to regulate those aspects around the Net that may certainly need it, while at the same time preserving the most uniquely identifying feature of this crucial invention, its open, free nature. Solidarity with CEU

Dear friends and colleagues, As you may be aware, the Hungarian government is trying to force the closure of Central European University, home institution of our Center for Media, Data and Society. CEU is reaching out to friends and colleagues around the world for support to face down this threat. I am writing to ask you to send a letter of solidarity with CEU to the Hungarian authorities. CEU has set up a webpage https://www.ceu.edu/istandwithceu that includes a draft letter and contact information for emailing letters to the Hungarian government. We would also welcome institutional letters of support or public statements, in addition to your individual letters. We need your help in promoting this issue and sharing it with your friends, colleagues and networks around the world. There can be no doubt this is a politically motivated attack on civil society, free expression, critical thinking, and academic freedom. CEU's President and Rector has publicly stated the proposed legislation from the Hungarian government, which would make it impossible for us to exist, amounts to "political vandalism." DATA FOR CLIMATE ACTION — An open innovation challenge to unlock new data sources and harness data science for climate action

Dear all, United Nations Global Pulse (http://unglobalpulse.org/) an innovation initiative of the United Nations on Big Data and Data Revolution, has launched the Data for Climate Action challenge: a call to researchers and innovators around the world to put their skills to use to help achieve the Goal 13 (combat climate change and its impacts) of the Global Goals. Big data is transforming business and society. Imagine if we could apply it to address one of the world’s most pressing challenges—climate change. Data for Climate Action is an open innovation challenge to unlock new data sources and harness data science for climate action. The challenge will provide a platform for teams of researchers to work with companies willing to grant access to selected datasets for analysis, with the goal of generating insights relevant to climate mitigation, adaptation, and resilience. The challenge aims to demonstrate how data-driven innovation could transform how society approaches climate change, mobilizing both business leaders and the data science community to participate. 2. WHAT IS THE TIMELINE OF THE CHALLENGE? In March 2017, UN Global Pulse launched a public call for proposals, inviting researchers and teams to apply to participate in the challenge. This application period ends on April 10th! The challenge will then follow this approximate timeline: • Spring – Summer 2017: Research period • Fall 2017: Evaluation period and announcement of selected projects 3. HOW WILL SUBMISSIONS BE EVALUATED? Data for Climate Action is inviting prominent individuals with expertise in climate change and/or data science from the public, private, and nonprofit sectors to serve as members of the Challenge’s review committees. Submissions will be evaluated on the following basis: • Preliminary review of research proposals to assess quality, clarity, credibility and potential impact. • Final review of completed research projects to assess scientific rigor and potential real-world impact, and to ensure that the research is ethical and privacy compliant. 4. WHAT ARE THE BENEFITS OF PARTICIPATION? The projects developed through the challenge will add to the growing body of examples that reveal the shared value of big data and public-private cooperation for climate action and sustainable development. Selected projects will be featured and publicized. When possible and practicable, the Challenge will also aim to connect research teams with relevant field practitioners at UN agencies and within national governments in order to facilitate pilot projects and operational solutions. 5. HOW CAN BIG DATA CONTRIBUTE TO CLIMATE ACTION? Big data can complement traditional sources of climate data in two ways: Monitoring and impact evaluation. Big data can reveal the effectiveness of current efforts to mitigate and adapt to climate change, and the impacts that climate change is already having on communities. For example: aggregated mobile data has been used to understand the effects of flooding on mobility patterns, yielding insights that could improve disaster relief management and infrastructure planning. Development of new solutions. Big data can generate insights to help identify novel approaches to climate mitigation and adaptation. For example: aggregated mobile data has been used to measure urban traffic congestion. Transportation companies and policymakers can use such insights to improve fleet management and transit planning, reducing emissions while better serving their communities. South School of Internet Governance @ FGV

Dear colleagues,(apologies for cross-posting) FYI, next week FGV’s Rio de Janeiro Law School will host the South School of Internet Governance. The initiative stems from a partnership between FGV’s Center for Technology and Society (CTS) and the Centro de Capacitación en Alta Tecnología (CCAT - LAT). The central theme of the 2017 SSIG will be “Sustainable Internet Governance”. The event will offer remote participation, with video streaming in Portuguese, Spanish and English, via Facebook Live.
