La cosa singolare è che già lo studio commissionato da Cameron "Review of Intellectual Property and Growth - An Independent Report by Professor Ian Hargreavesa" affermava a maggio: The question is: in a digital world, where copying and distribution are more or less free, what does an effective regime look like? No one doubts that a great deal of copyright piracy is taking place, but reliable data about scale and trends is surprisingly scarce. Estimates of the scale of illegal digital downloads in the UK ranges between 13 per cent and 65 per cent in two studies published last year. A detailed survey of UK and international data finds that very little of it is supported by transparent research criteria. Meanwhile sales and profitability levels in most creative business sectors appear to be holding up reasonably well. Monica Horten ha dedicato fin da marzo una serie di post concernenti le distorsioni e le bizzarre interpretazioni del rapporto Hargreaves da parte del governo inglese, che oltre a confermare in pieno quanto riporta Blengino, mostrano che c'è la volontà di distorcere quando possibile, e quando non possibile ignorare, lo scomodo rapporto
Una volta di più è lapalissiano che la raccomandazione "Make policy based on evidence not lobbying" sia irricevibile per mala fede. Dobbiamo per l'ennesima volta constatare che per tanti, troppi policy maker i dogmi sono ancora vincenti rispetto all'evidenza scientifica.

E' un vero peccato che un libro di questa rilevanza civile oltre che scientifica (a sentire Paolo e a leggerne la descrizione online, con complimenti, tra gli altri, di Milton Muller e di Mike Carroll) venga venduto a ben $85 ($73 con sconto Amazon).... Nel settore specifico (legislazione europea ed inglese su copyright e telecomunicazioni), The Register non annovera analisti all'altezza della Horten.
Lo posso dire cper conoscenza diretta pluriennale, oltre che per il fatto che questo è esattamente il settore di competenza di Monica. Non che sia un difetto grave, intendiamoci: pochi possono vantare nel proprio staff persone con quelle competenze.
Comunque, settori diversi e competenze diverse, non mi sembra che The Register abbia mai contraddetto le analisi della Horten, anzi: The Register, come tante altre pubblicazioni sia online sia cartacee, ha utilizzato in passato nei propri articoli, e mi auguro che utilizzerà ancora in futuro, proprio le analisi della Horten.
Con l'occasione, di Monica Horten mi permetto di segnalarvi "The Copyright Enforcement Enigma" in uscita a dicembre (nella versione hardcover su Amazon ad un prezzo purtroppo stratosferico), nel quale sarà esposto, fra l'altro, cosa è veramente successo durante la procedura di co-decisione del Telecoms Package.
