La cosa singolare è che già lo studio commissionato da Cameron "Review of Intellectual Property and Growth - An Independent Report by

Professor Ian Hargreavesa" affermava a maggio:

The question is: in a digital world, where copying and distribution are more or less free, what does an effective regime look like?

No one doubts that a great deal of copyright piracy is taking place, but reliable data about scale and trends is surprisingly scarce.  Estimates of the scale of illegal digital downloads in the UK ranges between 13 per cent and 65 per cent in two studies published last year.  A detailed survey of UK and international data finds that very little of it is supported by transparent research criteria.  Meanwhile sales and profitability levels in most creative business sectors appear to be holding up reasonably well.  We conclude that many creative businesses are experiencing turbulence from digital copyright infringement, but that at the level of the whole economy, measurable impacts are not as stark as is sometimes suggested

 

Ad agosto il DCMS (il dipartimento del Governo) risponde con “Next steps for implementation of the Digital Economy Act”  che dà una singolare lettura del report e con noncuranza riversa i dati che lo studio non ha rintracciato o ha ritenuto inaffidabili:

 

In a recent industry survey, a third of the sampled online population access music content

unlawfully. The music industry estimates that 1.2bn tracks are downloaded unlawfully in the

UK each year, compared to legitimate online sales of 370m tracks.  Studies by the film and

television industries indicate that over 10% of UK adults consume infringing content online

and that piracy costs these industries over £535m per year in the UK.  The sports industry

also tells us of an increasing threat from the unlawful streaming of sports fixtures.
