Call for Interest: Strategic Multistakeholder Dialogue at the India AI Impact Summit

Dear NoC colleagues, In advance of and alongside the February 2026 India AI Impact Summit <https://impact.indiaai.gov.in/about-summit>, the Centre for Communication Governance <https://ccgdelhi.org/> (CCG) at the National Law University Delhi and the Global Network Initiative (GNI) will host a “Strategic Multistakeholder Dialogue” (Dialogue) in New Delhi, as part of our new project on advancing Multistakeholder Approaches to Participation in AI governance (MAP-AI) <https://globalnetworkinitiative.org/enabling-multistakeholder-approaches-to…> . As part of the Dialogue, we will organize two events: - A shared learning Forum on AI on 16 February for academics, think tank and civil society experts, and researchers. - A multistakeholder event on AI governance on 17 February for high-level company, think tank, civil society, academic, foundation, government, and international organization leaders. These invitation-only convenings will focus on the key themes highlighted in the Summit agenda and identified by consultations by GNI and CCG. We aim to foster in-depth discussions among diverse participants on the associated opportunities, risks, harms, mitigations, and other considerations of AI technologies that might otherwise not be understood without diverse civil society participation. Our activities will be organized in order to identify and promote multistakeholder insights with the aim for these to be incorporated into the formal Summit discussions and outputs. Sharing Insights: Policy Brief from the Africa AI Stakeholder Meeting in Accra

Dear fellow members of the Global Network of Internet and Society Research Centers (NoC), In collaboration with the Global Network of the Internet Society, we had the privilege of convening stakeholders from over 20 countries for the Africa AI Stakeholder Meeting on Innovative Governance and Capacity Building, held on Sept. 30 & Oct. 1, 2025, in Accra, Ghana. On behalf of the Center for Law and Innovation at the Certa Foundation, I am pleased to share the attached policy brief, <https://drive.google.com/file/d/1QEJOzdZA_muimNXkz8Gp6ZAiLQJXlrna/view> which captures the collective insights and lessons learned from these stakeholder engagements. Beyond the technical outcomes, the partnerships and friendships established during the meeting were equally meaningful. We are especially grateful for Guio Armando, Fabro Steibel, Marcus Siewert, and Fieseler Christian for their invaluable contributions and for sharing their diverse global experiences. During the meeting, several stakeholders expressed strong support for the NoC to establish an African Regional Hub within its network. This hub would be dedicated to advancing African priorities in AI and digital governance. The logic of current AI operates according to previsionary—i.e., anticipatory—models: it learns from the past (historical data) to predict future behaviors. This generates a conception of the future as a statistical extension of the present, and a mechanism of preventive control. This way of predicting the future kills the yet-to-come: there is no room for the unexpected, the impossible, the unprecedented. Relying on zetetics and constant questioning, which are philosophical approaches by nature, we wager on a necessary relation between the human and the technical, through a critical-poietic analysis as a manual for epistemic diversity and algorithmic justice. In light of this, we posit: beyond digital literacy toward the quantum-imaginal, where education and knowledge are the central points in the Knowledge Economy (Mangabeira Unger), grounded in imagination and creativity. Dear NoC colleagues, We are pleased to share our new Policy Brief, “Inverting the Brussels Effect: What the EU Can Learn from Latin America in Digital Governance.” The brief shows that digital governance is no longer a one-way “Brussels Effect.” Experiences from Latin America and the Caribbean—ranging from regulatory sandboxes in Brazil and Colombia to Uruguay’s Plan Ceibal—highlight adaptive, community-driven approaches that Europe can learn from, while LAC benefits from the EU’s institutional maturity. Key insights: * The Brussels Effect is reshaped in practice. * Adaptive, context-sensitive governance complements EU models. * Communities drive digital inclusion and innovation. * Foundational challenges must be addressed alongside frontier tech. * EU–LAC mutual learning is the path forward. The brief is part of HEMISPHERES, a project supported by the European Commission, and was developed in collaboration with the TUM Think Tank and the NoC Secretariat. Dear all: The annual conference of the Centre for Internet and Society of the CNRS is taking place on September 25 and 26, 2025. As part of this hybrid conference, we are organizing on this Thursday 25th a panel in English on "Regulation for and of the Digital Commons", which may be of interest to members on this mailing list. A description of the panel is below: *Panel 5: Regulation for and of the digital commons* *Organised by*: Ramya Chandrasekhar (CIS-CNRS), Sébastien Shulz (CIS-CNRS) and Sébastien Broca (CEMTI-Paris 8) for the CIS-CNRS research group on Politics of the Digital Commons *Speakers*: Melanie Dulong de Rosnay (CIS-CNRS), Charlotte Ducuing (KU Leuven), and Jan Krewer (CEPN - Sorbonne Paris Nord) /We propose a roundtable discussion on the regulation for and of the digital commons, understood as shared data, knowledge, and informational resources created by online communities. Announcing the AI Safety and Opportunities Institute for Brazil – A Call for International Collaboration

Dear Colleagues, I am pleased to share with you the recently published report, "An AI Safety and Opportunities Institute for Brazil: A Design of Features, Functions, and Potential Challenges," jointly developed by ITS Rio and the Brazilian Center for International Relations (CEBRI). This initiative seeks to advance Brazil’s role in the rapidly evolving global conversation around AI governance and provides a blueprint for establishing an AI Safety and Opportunities Institute (AISO) tailored to Brazil's national needs and international alignment. The report arrives at a particularly timely moment, following the first wave of global AI Safety Institutes (AISIs) launched after the landmark UK and Korea summits and reaffirmed at the Paris AI Action Summit earlier this year. It analyzes lessons learned from existing AISIs in the UK, US, Singapore, Canada, Japan, France, EU, and South Korea, and proposes innovative approaches for Brazil that prioritize not only safety but also the promotion of economic and scientific opportunities through artificial intelligence. Highlights from the report: - Advocates for independent, multi-sectoral governance to avoid institutional capture and foster trust. - Recommends an advisory and not regulatory role for AISO, focusing on technical expertise and evidence-based insights. - Stresses the importance of balancing safety concerns with the development of opportunities and scientific tools for AI adoption. - Emphasizes international cooperation and alignment with emerging AISI networks to prevent isolation and promote reciprocity. - Proposes leveraging Brazil's strength in clean energy for sustainable AI infrastructure—an approach echoed by the Paris AI Summit. This document is exploratory and intended to stimulate open debate among stakeholders nationwide and globally.
