The CFP sought policy proposals that advance the interests of music creators, consumers, and entrepreneurs through changes in existing law. The winning paper, Mary LaFrance's "From Whether to How: The Challenge of Implementing a Full Public Performance Right in Sound Recordings," will be published in the Spring 2011 edition of JSEL.
