Molte attività di sorveglianza non richiedono accesso al contenuto del messaggio. È sufficiente l'esistenza del messaggio e dell'associazione tra mittente e ricevente, e della rete che si disegna attraverso il tracciamento dei diversi messaggi. Phil Zimmerman, l'inventore di PGP e sostenitore delle libertà civili, è un sostenitore di questo punto di vista... Questo naturalmente non rende meno desiderabile la disponibilità e l'adozione di strumenti tecnologici che rendono inaccessibili i contenuti! Ci sono analisi divulgative su come il Great Firewall of China abbia raggiunto la capacità di bloccare i collegamenti VPN?
