Opinion 1/2021 on the Proposal for a Digital Services Act
Given the many risks associated with online targeted advertising, the EDPS urges the co-legislature to consider additional rules going beyond transparency. In this regard, the EDPS strongly supports the Resolution of the European Parliament, which stated targeted advertising must be regulated more strictly in favour of less intrusive forms of advertising that do not require any tracking of user interaction with content. The EDPS therefore similarly urges the co-legislature to consider a phase-out leading to a prohibition of targeted advertising on the basis of pervasive tracking. Bisognerebbe fare di più: mettere un cap alla pubblicità sui servizi gratuiti, come si fa già con la televisione. Non più del 30% di entrate pubblicitarie per servizi erogati gratuitamente. Inoltre limite del 30% del sussidio ai costi e al massimo per 3 anni, trasferiti da un servizio a un altro, e obbligo di separazione contabile. — Beppe
