Switzerland / collecting IP adddresses of P2P users illegal on the basis of EU law / blanket licensing best alternative

After a (final, case-law making) court decision judging the collection of personal IP addresses suspected of IP infringement by private parties illegal (referring to European data protection legislation which is transposed in Switzerland), the lawyer for the Razorback NGO states that blanket licensing is the best alternative approach.
