European Interoperability Framework

It is clear to me that the proprietary lobbies represented in the ICT task force group http://ec.europa.eu/enterprise/sectors/ict/files/icttfm_en.pdf have got what they wanted. but it is unclear why we got no earlier alert from the few normally good people in it.
