Partially, and the law states that a technical regulation should be emitted, but it never had. I worked on the issue with a long studied proposal that unfortunately, due to parliament calendar issues, could not be pushed forward. Pretty interesting. A well written text. I appreciated particularly article 6. However, I'm afraid it would just work for the general public: privacy aware people could learn (or pay someone who know) how to circumvent such law, either by exploiting the recordings or to invalidate their use in a trial. Computers are not designed to be safe, so you cannot really trust any data they hold or record. An environmental video recorded by a trusted party (such as Police) is really a safer proof.
