Per sfruttare appieno il potenziale dell'economia dei dati nell'UE, la Commissione propone una nuova serie di norme per disciplinare il libero flusso di dati non personali nell'UE. Insieme alle disposizioni sui dati personali già in vigore, le nuove misure consentiranno l'archiviazione e l'elaborazione dei dati non personali in tutta l'Unione, per rafforzare la competitività delle imprese europee e per modernizzare i servizi pubblici nel quadro di un mercato unico europeo per i servizi di dati efficiente. L'abolizione delle restrizioni alla localizzazione dei dati è considerata, infatti, il fattore più importante per consentire all'economia dei dati di raddoppiare il proprio valore fino al 4% del PIL nel 2020.
